Appointed by the State Council, the Ministry of Finance is responsible for administering, regulating and supervising the national lottery industry.
Currently, two central government bodies are authorised to issue lotteries in China. Founded in 1987, China Welfare Lottery Centre, reporting to the Ministry of Civil Affairs, issues Welfare Lottery to raise funds for social welfare purposes. Established in 1994, China Sports Lottery Administration Centre, reporting to the General Administration of Sports of China, issues Sports Lottery to raise funds for sports developments.
